Plot: Set in 1889 Torbay, Arcana’s Oath is a Victorian spy thriller weaving espionage, mysticism, and local pride. James Harvey and John Hills, lifelong friends, found the Haze Arcana, a secret society using Torbay’s tourism as a facade to protect Britain’s naval interests. They uncover Otto Petrick’s Prussian-backed plot to sabotage Plymouth’s shipyards via a jade dragon statuette, Longpei, bearing a cipher of Chinese naval routes. Otto’s spectral hound hoax, inspired by Dartmoor’s folklore, sows panic to mask his schemes. Aided by a brief visit from Sherlock Holmes, who links the hoax to the Baskerville legend, James and John decode the cipher, chase the hound’s keeper, and confront Otto in a harbour duel. The split medallion—dragon and hound—unlocks a Berry Head lighthouse safe, exposing Otto’s orders. Though Otto escapes, the Arcana’s oath binds the Harvey and Hills families, setting the stage for a century-long feud with the Pethericks.
